If this photograph was indeed taken by Mills, he must have only just arrived in the Naga Hills; the date he was first posted there is not exactly known, though he took over the Mokokchung Subdivision in November 1917. He had joined the Indian Civil Service in 1913, followed presumably by a period of training under a more senior officer.'
