G.S. Mackenzie to Secretary, IBEA Co. Reports on negotiations with Sultan regarding Concessions of Lamoo & northern ports. Germans wish to ascertain by arbitration whether claim of IBEA Co. to these lands came before verbal promise to them of same. G.S. Mackenzie has submitted documents to Consul General.
