G.S. Mackenzie to Tiede Sultan of Witu (German Territory) willing to sign treaty concerning levying of taxes. Surveying ship "Stork" has established that Beleso Canal is in Sultan of Zanzibar's territory. Wishes English mails to continue being sent to consulate & regrets Tiede passed previous instructions on too late.
