Complains at once, too subservient to the Governor, ignored his complaints, considered only their commission and also tendered too cheaply. Other complaints about the agency - issue of champagne to ships' officers; excessive compliance in tug damage case. Enclosure (not mentioned in letter) copy of letter regarding financing of Tripartite Gardens Tea plantations, dated 25 Nov. 1867. Copy sent to Begg, Dunlop & Co.

Calcutta report regarding tea plantations; letter forwarded to Findlater, also reminded behind with reports and accounts; possible difficulties due to dear labour consequent on shortage of imported 'coolies' [term from original source, indentured/contract labourers]; in Calcutta, scarcity lessened and 80 'coolies' forwarded to Dhubudhur, but "more will be needed to do justice to the large acreage"; inexplicable failure of selected seeds in nurseries so replanted with best China and hybrids; enclosed, a letter from John McKinnon to his uncle with news of friends in Calcutta; stamped and addressed on back.
