He was born on the 1st September 1930 in Hasanpur, Harayana, India and grew up in Palwal, Haryana a predominantly Hindu town. His father was a nationalist Muslim lawyer who was opposed to the Partition of India. Rehman attended Aligarh Muslim University. His family was attacked in during Partition violence in Harayana in 1947. His family moved to Lahore, Pakistan following Partition.
