Rev Richard Cecil (d. 1863) was a minister and tutor at Chipping Ongar [Essex] from 1838 to 1847, and before and after these dates at Turvey [Bedfordshire]. His Dissenting Academy is recorded as a preparatory academy for Home and Foreign Missionary students from 1830. David Livingstone was amongst the missionary students trained by him.

Letter addressed to London Missionary Society detailing the books required by Rev Cecil for his missionary students, which he considers to be "sufficient to initiate them in general knowledge". He also reports on the progress of a number of his students, including Mr Abbs [John Abbs], Mr Lyon [William Penman Lyon] and Mr Bullen [Thomas Bullen].
