The idea for a new programme for training young people together for mission was first put forward at the CWM's Council Meeting in Hong Kong in 1979. This was in response to a concern that member churches were not focusing enough attention or resources on the training of young people for mission. The idea was to get young peeople from each member church together for a period during which they would share a common life that included work, study, reflection and worship. The CWM Executive Committee thereafter agreed a scheme whereby ten young people would form a group whih would engage in 10-11 months of training together. The ten should be between 18-35 years of age. The aim was "to train young persons for a life of service to the World Church." The first group of TIM participants, the "Gang of Ten" undertook the programme in 1981-1982. At the end of the period, there was a break in the pogramme and an evaluation was carried out. It was recommended that TIM should be repeated with some modifications. The second major assessment of the project was carried out in 1985, with a third in 1990. There has also been continuous assessment at every phase of the programme during each year and the programme has continued to develop.
