Summary: The largest series in the collection, with over 1,000 files, which should be seen in conjunction with the contract registers. Each file relates to a specific contract (which links to the register entry by means of the contract number (e.g. A1, A2 etc.). The general policy of the Chinese Government Purchasing Commission with regard to handling purchase orders was an invitation to tender by advertisement, followed by the examination of tenders and inspection of materials by selected firms of Consulting Engineers. The files thus contain tender specifications; terms & conditions of contract (signed and dated by the contractor upon acceptance of the tender); additional material relating to tenders including catalogues, pamphlets, photographs, drawings and plans of equipment, machinery or manufactured parts; certificates of inspection submitted by the Consulting Engineers, and correspondence relaying decisions with regards to successful tenders and subsequent contracts.

Arrangement: The contract files are physically arranged in order of contract number, and researchers should refer to the box list to order the appropriate box for the required contract. For added ease of reference an index has been created, which lists contractors in alphabetical order. For each contractor, the consignee (i.e. Chinese ministry making the original purchase order for materials) and the number of the contract(s) undertaken by that contractor (A1, B1 etc.) are indicated.
