Admin history: Walter Barr Birmingham was Senior Lecturer in Economics at the University of Ghana at Legon-Achimota from 1952-1960. In 1954 he conducted possibly the first public opinion survey in tropical Africa prior to the Gold Coast General Election. In 1955 he served on the Royal Commission of Enquiry into the Mining industry and advised on the Five-Year Development Plan of 1963.
